Registration is Easy!![]() There are several ways to register for BOPARC programs that require pre-registration ~
IN PERSON - Simply walk in to the BOPARC Administrative Office (or other registration facility if applicable) and complete forms there. Registrations are accepted in person M-F from 8:30AM to 4:00PM. BY MAIL - Mail your completed Consent and Release form (with other applicable forms if necessary) and your payment to BOPARC, PO Box 590, Morgantown WV 26507. Remember for time sensitive registrations - BOPARC is not responsible for delayed mail. ON-LINE - Many BOPARC programs offer the convenience of on-line registration! Visit links on this site for applicable programs and fees. Please note that ActiveNet (the on-line registration network) charges a convenience fee for on-line registration. This fee is normally 6.5% plus $1 per transaction. This is not a BOPARC fee. BY PHONE - Call the BOPARC Administrative Office M-F 8:30AM to 4:00PM and register with a valid credit card. Card will be charged at the time of registration, all forms will be forwarded to you for completion and must be returned within one week of registering. DROP BOX - BOPARC's Administrative Office contains a night drop box for your convenience. The box is located at Marilla Center. Checks only - NO CASH PLEASE! SPECIAL NOTE - Priority for registration is given to in-person and on-line registrations, followed by phone-in, mail and drop-off. A return receipt will be sent to the address your provide on your consent form. In the event your program is full, your payment will be returned to you. You are registered unless we notify you otherwise. FULL PAYMENT IS REQUIRED AT THE TIME OF REGISTRATION FOR ALL BOPARC PROGRAMS. REGARDING WEATHER RELATED CANCELLATIONS:
LEAGUE PLAY - League games are rescheduled and the Master Schedule is updated. This is inconvenient for players and staff but we always strive to get a full season of play in despite weather issues. CAMPS AND FIELD TRIPS - We have a "rain-day plan" for camps that is detailed in the parent handbook. If we have field trips or outdoor activities scheduled and have to cancel due to weather, we DO attempt to reschedule these WHENEVER POSSIBLE. Again, we may not be able to accommodate rescheduling and if this is the case, parents will be informed of the same. POOLS - We do our best to track radar, the current forecast and the forecast for the coming day. We are not perfect, nor can we predict sudden changes in the forecast or sudden changes in the path of storms and other inclement weather. We wish we could. Actually, we wish we could control the weather, but alas, this is also not within our realm of super powers. We realize that sometimes we make the wrong call and people are disappointed. So are we, as we do strive to make recreational opportunities available to our patrons on a daily basis. Our parks and public facilities/green spaces are places where individuals and families come to mingle, relax and enjoy nature and the company of others. We generally do not permit solicitation, whether it be political, requests for donations (unless a BOPARC or City sponsored event), or other distribution of materials in our parks and facilities. If you do need to disseminate information about a community event, we do have a limited amount of space at our main park office, the Marilla Center. BOPARC Publicity, Payment and Refund Policies
The Board of Park and Recreation Commissioners of Morgantown makes available all public recreation facilities and programs under its jurisdiction through policies that are not restrictive due to race, creed, sex, age, national origin, political affiliation, or handicap. Below is a copy of our Release information and agreement. RELEASE - As the participant, parent, guardian or legal representative of participant I do hereby give my approval to my/his/her participation in any and all activities of the above registered program or event. I understand that there are inherent risks and considerations of participating in recreational activities and I am certifying by enrollment that participant is physically able to participate and that I know of no physical/medical limitation that would prevent said participation. I, the participant/parent/legal guardian of participant release BOPARC, its agents, commissioners, employees and the City of Morgantown from all claims, including the institution of a lawsuit against BOPARC, its agents, commissioners, employees or the City of Morgantown for injuries or losses sustained by me/my child/my dependent as a result of my/his/her participation in this program or event. REFUNDS/CANCELLATIONS/TRANSFERS - It is the assumption of all parties concerned that the person registered for a BOPARC activity intends to take part in the activity and will assume the space allocated for the individual participation. Registration is non-refundable unless a waitlist is in force and a paid substitution is made. BOPARC reserves the right to cancel, combine or alter programming, including staffing, and to make other changes that may become necessary to ensure a quality experience for all participants. Partial attendance to camp will not be pro-rated. Transfers within the current season will be allowed only when the following conditions apply: The request must be made at least five business days prior to the activity start date. A waitlist for the original camp is in force, providing for a paid substitution of the space. An opening exists in the desired program. MEDICAL EMERGENCY - In the event of need for emergency medical service, I authorize and consent to such services being provided to the above named participant and assume responsibility for all medical bills in excess of my insurable coverage. NOTE – each participant is responsible for his/her own accident injury medical/dental coverage. PROMOTIONAL CONSENT - By registering for BOPARC Programs, you are giving permission for the use, without fee, of you or your child’s/dependent’s picture in any broadcast, telecast, website, or print media account of this program for promotional and publicity purposes. If you do not consent to this stipulation you must advise of the same at the time of registration. REFUND POLICY FOR FACILITY RENTALS - If cancellation is 30+ days prior to rental, a refund minus 10% administrative fee will be granted. If cancellation is less than 30 days from rental, a partial (1/2) refund will be granted. WEATHER RELATED CANCELLATIONS - If BOPARC cancels an event due to weather, an alternate date will be offered if available. If no alternate date is available, a full refund will be processed. This is only applicable to events cancelled BY BOPARC for safety reasons - ie - lightening storms. PARK RULES AND REGULATIONS - Individuals and groups renting parks and facilities are subject to the rules and regulations as set forth by BOPARC. A copy of these rules and regulations can be printed from our Downloads page ADA - BOPARC strives to make our programs, services and activities accessible to qualified individuals with disabilities. In that regard, we will make reasonable modifications to the programs, services and activities outlined on our site to ensure accessibility to such individuals. Municipal parks are public spaces and many congregate in them for lunch, family outings, playgrounds and on occasion for classes and educational purposes. While we encourage our community to utilize such wonderful green spaces, we do require rental of such spaces in certain instances, such as:
Why must we charge for such use? Because, parks do take upkeep and maintenance and with the funds received from these uses we are able to at least supplement the cost of green space and parks in our system. These guidelines are specifically addressed in our RULES AND REGULATIONS (downloadable from this site). Should you have questions related to whether or not a fee is applicable to your activity, please call our office at 304-296-8356. **Please note that a Business License is required to conduct business within the City of Morgantown. POLICY REGARDING LANTERN AND BALLOON RELEASES IN PARKS ~
Please note that BOPARC does not permit the release of lanterns or balloons in our parks. While normally well intentioned, the mass release of balloons and sky lanterns to the open environment both present a risk of harm to wildlife, livestock and the environment itself (litter), while lanterns create an avoidable risk of fire and subsequent damage from the same. Further, there is evidence that the debris from such activities might travel an extensive distance and can later be found in waterways, woodlands, fields and other areas of concern. As stewards of our municipal greenspace and proponents of responsible land use, we suggest activities of minimal impact, some of which can be found at:
